a plan for pod/

A comment from someone on IRC (Stefan Müller?) made me wonder why we ship all
the pod files that are autogenerated. So I was wondering, what would it take
to change the build so that pod/perlapi.pod pod/perlintern.pod and
pod/perltoc.pod were removed from git, and instead built by ./miniperl?

Also, and independent of this, currently installman generates all the man
pages at install time, potentially running as root. Would it be a good idea
to change things to generate the man pages earlier, as a target that is a
prerequisite of "all"?
