Please consider change 32728 (Time::Local) for 5.8.9

It is a pure bug fix to allow Time::Local to work beyond 2038
on 64-bit systems and should have no risk at all:

I guess you would prefer to get the updated version from CPAN, but
it hasn't been updated in over a year.  I did report the bug in RT
10 months ago:

I guess I should have attached change 32728 to the RT ticket too.
