DLL error messages installing Term::Title under Cygwin

Hi all:

Yesterday I installed Cygwin fresh on Vista, added the Perl package, and 
tried the following command:

   cpan -i Term::Title

I got then some strange DLL errors:

I'm hoping someone around here has seen these errors before and can shed 
some light.
