[perl #59766] Changing effective userid from root to normal user fails on Linux

This is a bug report for perl from huaraz@moeller.plus.com,
generated with the help of perlbug 1.35 running under perl v5.8.8.

When perl is used under root and the effective id has changed using
$> perl can not any more access its own binary when spawning
processes as perl tries to access /proc/self/exe (which points to
/usr/bin/perl) and fails. This stops application to work (like
Radiator a perl based radius server) on Linux.
This has been reported to Novell and the Linux Kernel group, but
it was rejected as a bug.
