Oh $deity_shaped_thing, *why* do they do that?

Is there any way of stopping these "vendor"s and their attempts to cripple
Perl performance?

(short of a compile time tweak, such that if you compile with -DDEBUGGING
but not -Dusedevel you get a warning on STDERR every time you start. With
a flag to disable it which could be set in an environment variable)
