Git TODO list on the wiki

I went through the whole Git TODO thread and put it all up on the wiki along
with proposed solutions and who proposed them (and presumably will take
responsibility)

It looks like all the important stuff has solutions, it's just a matter of the
people responsible for those subsystems to hook them in.
