[perl #59328] In regular exprs, /\N{U+...}/ fails to compile properly if ... is > 256

This is a bug report for perl from khw@karl.nonet,
generated with the help of perlbug 1.36 running under perl 5.10.0.

The problem is in S_reg_namedseq(). If called with a NULL valuep
parameter it deliberately coerces the code point number into a char.
This screws up code points that are too large for a char.
