Release and patch sizes in perlhist

The manual page "perlhist" contains chapters "SELECTED RELEASE SIZES"
and "SELECTED PATCH SIZES" containing some information about file and
patch sizes of various patches.

The most reason information in these sections is about release 5.7.3,
which was released 6.5 years ago.

This makes me wonder how useful this information is. Considering noone
updated it for half a dozen years, and noone publicly wished for more
recent data, I suggest we retire these sections and remove them from
the manual page.   

If not, we ought to add new data to these tables.

I'm willing to write a patch either way, if we can agree on which route
to take (but a patch to remove the sections is a lot quicker to make than
to compile new stats).
