Milestone: metaconfig now under GIT

After an incredible amount of work from Sam Vilain and Abhijit Menon-Sen
and a fair bit of tests and checks, the perforce branche for the
metaconfig units is hereby officially declared closed.

As of today, all changes will be in the new GIT repository

If you want to look over my shoulder, the repo has public access,
something that has not been possible with perforce.

Get it
$ git clone git://perl5.git.perl.org/metaconfig.git metaconfig

Or just look at it

http://perl5.git.perl.org/?p=metaconfig.git

I will not update the metaconfig units in my CPAN directory anymore.
