[perl #58920] 3-arg re-open drops IO layers

This is a bug report for perl from Frank.Meisschaert@UGent.be,
generated with the help of perlbug 1.35 running under perl v5.8.4.

When I redirect STDOUT to an utf8 file using the 3-arg open, the utf8
IO layer is not set:
open STDOUT, ">:utf8", "foo.out";
print STDERR "layer: $_\n" for PerlIO::get_layers(*STDOUT);
gives
layer: unix
layer: perlio
When I close STDOUT first, the layer is set correctly:
close STDOUT;
open STDOUT, ">:utf8", "foo.out";
print STDERR "layer: $_\n" for PerlIO::get_layers(*STDOUT);
gives
layer: unix
layer: perlio
layer: utf8
