[perl #30622] -e tests not reliable under Win32

It appears that this is OK on Cygwin now, although not on Windows.
$ perl rt_30622.pl
[ ] - no
[ . . ] - no
[ .. ] - no
[ ] - no
[ . ] - no
$ perl -v
This is perl, v5.8.8 built for cygwin-thread-multi-64int
