[perl #37710] require() does not fail twice on compilation error

This is a bug report for perl from fbriere@fbriere.net,
generated with the help of perlbug 1.35 running under perl v5.8.7.

According to the documentation, if "require FILE" encounters a
compilation error, it should set $INC{FILE} to undef and die on
any subsequent requests.  However, this is not the case:

  [fbriere] toroia:~ $ cat Foo.pm 
  package Foo;

  BEGIN { die "Package Foo is meant to fail compilation" }

  [fbriere] toroia:~ $ perl -I. -le 'for (1..2) { print eval \
  			"require Foo" ? "Success :)" : "Failure :("; }'
  Failure :(
  Success :)


After the first call to require() fails, $INC{"Foo.pm"} is still left to
"Foo.pm" instead of undef.  Hence the success of the second call.

This bug does not occur if Foo.pm returns false, in which case
$INC{"Foo.pm"} is rightfully deleted.
