[PATCH @26137] for wince

attached patch makes compiling for wince for blead to cleanly go;
it contains regenerated config_H.ce, but this point will be touched a bit
once more, because regenerating "config.h" is currently noisy.

Outside ./wince/ dir touched only makedef.pl, and the only touch is to make
"makedef.pl" beleive 'wince' is like 'win32' (but requires -MCross sometimes
during build)

These and some other config changes make for all DLL symbols to be resolved
(unlike in my previous attempts).

Further efforts will likely to be spent on explaining ./wince/ dir, cleainng
it, and providing better separated rebuilds for different processors.

Among today's ideas is -- to make 'wince' directory to be a sub-dir of
'win32' directory inside Perl source tree... Opinions?
